I just got this yellow perch fishing report in from Dave Yost (Striper Dave - http://www.striperdave.com).  It looks like the cold weather has slowed down the yellow perch a bit, but a nice run of warm weather should get them on the move quickly.

I tried the Patuxent River at Waysons Corner (RT 4 bridge) and a section of Mattawoman Creek with minnows.  I fished the minnows using two different methods - both under bobber and on a bottom rig.  Nothing.  I was back at Waysons Corner (Patuxent River) again today and also tried Lower Marlboro Rd spot with the same approach - again nothing.  Hopefully another week of warm weather and new moon approaching should do it I hope!
